Craig Thorley, Esq.
Craig Thorley has extensive experience in the energy sector, particularly with regard to nuclear services,
nuclear fuel, and nuclear waste. Prior to joining Meridican, Inc., Mr. Thorley was President of Energy
Solutions Fuel Services, a wholly-owned subsidiary of Energy Solutions, Inc. that developed worldwide
opportunities on the front end of the nuclear fuel cycle.
Mr. Thorley was also Senior Vice President and General Counsel of Energy Solutions, Inc. for twelve
years, growing the company from five employees to more than five-thousand, and taking the company
public on the New York Stock Exchange. At Energy Solutions, he handled all legal aspects of the
company, including, at various times, all federal and state lobbying, regulatory and governmental affairs,
permitting and licensing, human resources, public relations, and media relations. He also developed
expertise in the areas of corporate transactional work and complex litigation.
Mr. Thorley owns Red Rock Mill, LLC, an American commercial uranium mill project.
He is an expert in the areas of nuclear fuel licensing, fabrication, and uranium conversion and enrichment on the front end of the nuclear fuel cycle, and, on the back end of the nuclear fuel cycle, radioactive waste processing,
transportation, and disposal, including cleaning up and decommissioning radioactively contaminated sites
and facilities.
Mr. Thorley is actively involved in international commodities transactions, and is a partner in a firm with
more than 50 years of international commodities trading experience, including crude oil and refined
products such as diesel fuel and jet fuel, natural gas, coal, precious metals and ores, wheat, sugar and
other foodstuffs.
Having worked in the U.S. House of Representatives and for Senator Orrin G. Hatch as a staffer on the
U.S. Senate Judiciary Committee, Mr. Thorley developed extensive experience in working with Congress
and with the Administrative Branch of the Federal Government. With his knowledge of the inner workings
of government and of the issues he has advocated, along with his attention to detail and passion, Mr.
Thorley has a remarkable track record of persuading legislators and administration officials of the
positions of his clients, both at the Federal level and in several key States.
Mr. Thorley graduated from Utah State University in 1984, and graduated from Columbia Law School in
1987.
He is a member of the bar in Delaware, D.C. and Utah. Mr. Thorley is a member of the Board of
Directors of Utah State University Foundation.
